The 21-year-old spent last season on loan at Goodison Park, scoring 15 Premier League goals, and has now made his move permanent after not featuring in Blues boss Jose Mourinho’s plans for the new campaign.
Everton made a breakthrough in agreeing terms on a deal for the Belgium international – a fee that eclipses the previous €19m club-record signing of Marouane Fellaini.
Lukaku, who enjoyed an extended break after his World Cup exploits with Belgium, was thought to be keen to be reunited with Roberto Martinez, under whom he flourished last term.
“It is not just one of those important days for the season but it is a very significant day in the history of our football club,” said Martinez.
“The feeling in the dressing room was to get him back on a permanent basis to get some continuity and grow into a very successful team.
“That is why we are so delighted. It is not something which has happened overnight, there has been a lot of work and support from the chairman and the board has been very important in being able to see Rom back at the club.
“It is fair to say Romelu was our number one target to bring in and the pursuit was relentless but it had to be a record transfer and it is worth every single penny and effort we put behind it.
“At 21 he has already scored over 30 goals in the Premier League and in my eyes the target is for him to become one of the best world-class strikers.
“To have a footballer of Rom’s calibre on a permanent basis it means there had to be a lot of long-term planning and work behind the scenes but, more importantly, his potential his huge.”

Well, we all Saw this coming. I think chelsea did very Well to Get this kind of cash for lukaku. I believe What mou. Said that lukaku Did not want to fight for a starting position at chelsea. He just wantedd chelsea To guarantee him as our No 1 striker and in my opinion, he is not good enough to be if we have hopes of winning the champ league and premier league. This must be followed up with the signing of a good striker to back up costa. IMO aubumeyang. Young, super Fast, quick feet, cheap and is available.
We must buy one more striker as Drogba is too old while Torres is not an useful asset now. We have to buy one quickly before the transfer window close. I dont mind he is Aubumeyang or Emenike. Any good striker is fine to work as our number 2 in case Costa suffer from injury or suspension.
Today there are 2 news — one good news is that we looks like approaching Cavani. He is strong and seems fit in our team. The bad news is that we may swap Schrulle with Miranda. Buy one more CB is no harm as Terry is old and he will leave soon. But Schurrle is one of our trustable attackers. Hope this just a rumour.

Emenike is not good enough for chelsea. He is not chelsea quality even for Second choice. I wld rather we stick with Bamford and use schurrle occasionally. Plus we r having issues with our foreign players quota. If we buy another foreign player we wld have to send another person out again. As it stands we have to send someone out whether on loan or permanently just to fit with the quota. That’s why I’m not sure chelsea would buy another foreign player. Since mou says torres is not leaving, there Is a llot of speculation that it would be Petr Cech. And it seems everything is pointing towards that angle with Mou saying schwarzer is his second choice keeper. Let’s see what happens. But I repeat, Emenike is not chelsea quality. Ktbffh.

After our friendly match vs Werder Bremen, we can see we don’t solve much the same striking problem. We really need a top class strker.
A lot of things are happening. Who is the foreign player that Mou has to send away? I hope Its not MVG or Romeu. By now, I feel there should be an analysis on the lukaku sale. I’m not taking too much thought on any game in preseason. Without oscar, willian, hazard or schurrle, we can’t effectively train. Our team is based on those 3 players behind the striker. Cos of that, Mou starts with 2 strikers in a very weird formation. But that’s still no excuse to get whooped by bremen. I agree we need another striker. What is Mou thinkin?

The foreign player issue has been sorted out as Romeu has been loaned to Stuggart.
A lot of sources that we will swap Cech with Diego Lopez of Real Madrid. Seems Mou want to get more money in hand. Very sad if we really sell Cech. He did a lot for us.
Mou want to buy Miranda though this has been turned down. Honestly Terry is our hero but he is old and he will leave us soon. May be Mou also want to buy one more CB as Zouma is too young. But don’t think this is top priority.
For striker problem, it seems still exist at this moment. We only have one dependable striker Costa. Drogba now is only a last 15 ninute killer. Torres is not only we don’t trust but also he lacks the confidence. So as now Mou has 2 hands full of cash, we have to buy a super striker like Cavani if we can (honestly I don’t think we can as he has been chased by Real Madrid) or similar. Otherwise, hope Mou don’t loan out Bamford. He has never play for EPL but at least hit 8 goals in 21 games in championship.I don’t trust on him but now the situation is that we don’t have any back up. I don’t trust on any Lukaku or Bamford but if there is no any top strikers joining us, at least they can help to work as our back up. It looks like Mou repeat what he did last season by loan out both of them and then suffer from the problem of no striker.

Our 25 men squad to Turkey is basically the 25 men registered for EPL next year as it has 8 homegrown or under 21.
GK: Cech, Schwarzer, Courtois
Defenders: Azpilicueta, Ivanovic, Zouma, Terry, Ake, Christensen, Cahil, lFilipe Luis
Midfield: Mikel, Matic, Ramires Oscar Willian,VanGinkel,Hazard, Schurrle, Salah, Fabregas
Strikers: Torres, Costa, Moses, Drogba
As Moses is counted as home grown, he seems will be on 1st team next year. And we can see Christensen has been promoted. We can’t see Marko Marin, he will be sold or loan out soon I think.
The last rumour is we will use Cech to exchange for Varane. Honestly it’s no harm we have Varane as Terry will leave after this season. But it means no way for our Christensen to grown as we have Cahill, Zouma and even Ivanovic can play CB.
Most frustration comes from Torres. Seems we can’t sell or loan him out and replace him with a goal finisher. This is our only one flaw of our squad this season. We are strong at GK, backline, midfield with good covers. Only we don’t have a good cover for Costa.
